Comparison of Residential Rates for Regulated and Deregulated Markets

From 1990-2019, average residential rates in most states with regulated markets have been consistently lower than the US average as well as more consistent. For the same time frame, average residential rates in states with deregulated markets, in general, have been higher than the US average and less consistent than those in regulated markets.
